CANDIDATE FOR CITY COUNCIL
Tim Down
Associate broker and property-tax advisor whose campaign emphasizes spending scrutiny, attainable housing and community resilience.
Nomination checked September 28, 2026. Earlier platform and record research: September 8, 2026. Recent statements show their own review dates.
Experience & background
His campaign biography describes nearly four decades in valuation, property assessment, taxation, commercial real estate and business advice, including more than a decade at BC Assessment and advisory roles at Colliers and PricewaterhouseCoopers. It says his family has lived and worked in Kelowna for close to two decades, and that he attended Okanagan College in the 1980s. His election to Terrace council in 1996 is earlier municipal experience. [67]
Issue positions
Campaign proposals are attributed positions. A blank area is an information gap, never an assumed vote against an issue.
Housing & growth
Favours targeted four-to-six-storey corridors, infrastructure readiness and transparent tracking of housing incentives. Would evaluate City land for nonprofit, co-op and middle-income housing. [68]
Proposes an incentive ledger with review and expiry provisions. Would evaluate suitable surplus City land for long leases to co-operative or nonprofit housing before an unrestricted sale. [68]
Safety & homelessness
Proposes a public-space bylaw review within 180 days, proportionate conduct-based enforcement and a safety scorecard. [68]
His first-180-days agenda includes legal review of a conduct-based public-space bylaw, with proportional enforcement, privacy and appeal protections. He distinguishes regulating conduct from criminalizing homelessness. [68]
Transportation
Wants infrastructure and service capacity assessed before major growth commitments. [68]
Taxes & spending
Calls for a Community Value Statement and a spending test covering five-year costs, staffing, risks and reviewable outcomes. [68]
Would publish an annual statement distinguishing property taxes, utility charges and fees, alongside service and lifecycle-cost information. [68]
Business & jobs
Proposes a four-year jobs and investment strategy with measurable results. [68]
Accountability
Would make housing incentives, financial trade-offs and programme performance more visible. [68]
Climate, land & water
Lists wildfire protection and water security as campaign priorities. [66]
Community & services
Supports regional treatment and complex-care capacity alongside public-space enforcement. [68]
