1. The City should shorten and simplify the process for approving new homes.
Conditional / Depends
Candidate’s explanation: At face value, I would say yes, simplifying new home construction is a good thing as it reduces cost and increases speed. But the important counterpoint is that growth needs to pay for growth, and it shouldn't come at the expense of taxpayers.
2. The City should reduce development cost charges on new housing.
Conditional / Depends
Candidate’s explanation: This is an issue I'm currently studying. DCCs are already reportedly lagging significantly behind the rising cost of construction, and Council has reduced them by a further 25%. Incentivizing development is positive, but the bills left by reduced DCCs don't disappear, and the buck shouldn't simply pass to the taxpayers.
3. Restrictions on short-term rentals should be loosened.
Conditional / Depends
Candidate’s explanation: STRs are useful for tourism, which is important for Kelowna, but we're also dealing with a scarce supply of housing. The city has already loosened restrictions by allowing non-principal-residence STRs in specific zones, so I would want to know what further loosening looks like before saying yes or no.
4. The City should pursue expanded public transit service.
Yes / Support
5. Infrastructure and service capacity should be ready before major additional growth is approved.
Conditional / Depends
Candidate’s explanation: I wouldn't say taxpayers should foot the bill to build infrastructure before growth can happen. New development can and should pay for the infrastructure it requires. What I wouldn't support is approving major growth without a credible plan for the roads, transit, water, sewer, and other services it will need, including who will pay for them.
6. The City should advocate for expanded involuntary addiction-treatment capacity.
Yes / Support
7. The City should invest in wildfire prevention and preparedness.
Yes / Support
8. The City should carry out additional spending audits or operational reviews.
Yes / Support
9. The City should make individual councillors’ voting records easier to find and search.
Undecided
10. Would you have supported the October 27, 2025 electoral-reform study and conditional referendum-preparation motion? This bundled decision did not implement wards.
Conditional / Depends
Candidate’s explanation: I'm not sure I have a strong opinion about this. I would be open to it if there was demonstrable public interest, but otherwise it may not be worth the cost to study right now.
11. Would you have supported the March 16, 2026 second and third land-use and rezoning readings for part of Kelowna Springs? These were not final adoption.
Undecided
12. Would you have supported the April 20, 2026 financial-plan and tax-funding motion, with its stated average net property impact of 4.40%? Individual bills vary.
Undecided
13. The City should help expand co-operative housing and community land trusts.
Yes / Support
14. The City should strengthen protections for tenants displaced by redevelopment or renovations.
Yes / Support
15. The City should allow more small shops and cafés within residential neighbourhoods.
Conditional / Depends
Candidate’s explanation: In general I would be for this. I would just want to gain a better understanding of what the existing policies are and what tradeoffs exist.
16. The City should advocate for a second bridge crossing of Okanagan Lake.
Yes / Support
17. The City should invest in filling gaps in its sidewalk and cycling networks.
Yes / Support
18. The City should expand foot patrols in commercial areas experiencing crime and disorder.
Conditional / Depends
Candidate’s explanation: I'm certainly supportive of meeting immediate crime mitigation needs in commercial areas, but I'm also very interested in the larger picture of what the province is doing, if there's a meaningful comprehensive plan in place, who's in charge of it, and what else the city needs to be advocating for.
19. The City should support expanded non-police response teams for suitable mental-health and substance-use calls.
Yes / Support
20. The City should increase access to public washrooms.
Undecided
21. The City should prioritize protecting agricultural land when making land-use decisions.
Yes / Support
22. The City should strengthen protection for existing trees.
Yes / Support
23. The City should limit annual property-tax increases to inflation.
Undecided
24. Mayor and council pay increases should take effect only after the next election.
Yes / Support
25. Would you support a ward system for Kelowna, where residents elect councillors to represent defined geographic areas?
Undecided
Housing & growth
Supports housing partnerships and tenant protections. Faster approvals and lower development charges depend on growth funding its costs; rental-rule changes require closer study. [402]
Safety & homelessness
Supports treatment advocacy and suitable non-police teams. Foot-patrol support is conditional on immediate needs and a wider provincial response. [402]
Transportation
Supports expanded transit, a second lake crossing and connected walking/cycling routes. Wants credible infrastructure funding before major growth approvals. [402]
Taxes & spending
Supports spending reviews and delaying council pay increases until after elections. Undecided on an inflation cap and the past budget motion. [402]

Climate, land & water
Supports wildfire preparedness, agricultural-land protection and stronger tree protections. [402]
Community & services
Proposes mapping missing waterfront access. Selects transit, childcare, recreation fees, walkable neighbourhoods and local jobs among affordability options. [402]
Recent public statements
What the candidate has said publicly, with links to the original sources.
Housing, taxation & transit · Campaign website
Advocates provincial authority to tax land and improvements at different rates, shifting more burden to land. Supports growth paying for its infrastructure and capturing public value from rezoning. Would investigate what it would take to create 1,000 co-op homes with partners and supports frequent, reliable transit that can replace a car.
The co-op number is an investigation question, not a funded or firm construction promise; taxation authority requires provincial change. Historical and legal explanations were not independently verified.

Supports realistic pathways to housing, treatment and stability alongside immediate safety for businesses and residents. Says he is still investigating which system gaps the City can resolve and which require the Province.
Preserve his stated uncertainty; do not invent a specific enforcement or treatment proposal.
