What would you bring that voters cannot learn from a job title? Answer: I'm a father of two young kids, and a small business owner in the North End who lives daily with many of the issues that are at the forefront of our community's issues; crime, homelessness, and economic development. What are your three highest priorities for the next term? For each, give a first-year action, a measurable result and a realistic timeline. Answer: Crime: We have a crime rate that is over 50% higher than the national average, despite having what was the largest RCMP detachment in the country, and policing costs that have risen 81% since 2020. The next city council will be responsible for deciding if Kelowna renews the contract with the RCMP for our policing services, or transitions to a municipal police force, and I thoroughly believe the latter is to our community's benefit. Homelessness: Although the circumstances around homelessness vary greatly, the first step towards solving the problem, regardless of circumstance, is providing stable housing for individuals who are homeless. Since 2017, the city's office charged with securing partnerships with agencies like BC Housing to secure such facilities has had the same KPI of obtaining two partnerships per year, which is insufficient to meet the current need. The goal needs to be increased, and the partnerships office expanded in order to achieve that objective. Local economy/jobs: Kelowna has no economic development strategy. Instead, it relies on an RDCO committee to fulfill that role, but the RDCO's mandate is regional, not municipal. And given that our unemployment rate is among the highest in Canada, it seems prudent for Kelowna to produce an actionable in-house economic development plan to increase both the number and diversity of employment options available and drive wages up. How would you handle conflicts of interest, lobbying, gifts, campaign support, closed meetings and recusal? What additional disclosure or independent oversight would you support? Answer: Kelowna needs to streamline its communications around decisions impacting the community - for example, the city's budget is only made available as a 400+ page PDF. I would commit to ensuring the nature and costs of operations and decisions are provided in the simplest, most accessible way possible by significantly reducing bloat around IT products like the city's websites and communications. Disclose business ownership, employment, directorships, development interests, paid advisory roles or other financial interests relevant to the office. Give public sources and explain how you would handle related decisions. Do not include home addresses, account numbers or confidential documents. Answer: [No answer supplied] 1. The City should advocate for expanded involuntary addiction-treatment capacity. Answer: Conditional / Depends The City should advocate for expanded involuntary addiction-treatment capacity. Answer: Yes, but conditional upon the delivery of that involuntary care occurring 1) in a compassionate healthcare setting, and 2) in our community and not elsewhere. Involuntary care is an unfortunately necessary component of a full-spectrum health care service, but it's also a controversial subject, and the well-being of those admitted needs to be at the core of any discussion around it; otherwise, the program will be doomed to fail those reliant on its ability to deliver that care - both from within and without. 7. Answer: Conditional / Depends Would you have supported the April 20, 2026 financial-plan and tax-funding motion, with its stated average net property impact of 4.40%? Individual bills vary. Answer: I don't think Kelowna residents are getting great value for their tax dollars; some parts of the budget could certainly be trimmed. But we're also lagging behind in other areas, and I suspect that simply reallocating funds from one area of spending to another would have been insufficient to address the deficiencies. So some degree of tax increase was likely unavoidable, but I wouldn't have supported the final form the financial plan took. 13.
