PROFILE AND PRIORITIES 01 · Your candidacy and priorities Answer: Kelowna City Council https://www.pinterforprogress.com/ https://www.facebook.com/PinterForProgress Give a short biography focused on experience relevant to the office. What would you bring that voters cannot learn from a job title? Answer: Self-employed since 1996 and a local distribution business owner since 2013, my career spans international retail management, 10 years as an independent mortgage broker, and SFU/UFV political science studies. Combined with 4 years as an RCMP Auxiliary Constable, I bring hands-on experience in strict budgeting, household finance, municipal policy, and frontline safety. What are your three highest priorities for the next term? For each, give a first-year action, a measurable result and a realistic timeline. Answer: 1. Public Safety and social disorder (#1 as it has significant impacts on 2 levels - public sense of safety and well being AND emergency services take up over 50% of annual taxpayer revenue) AGGRESSIVELY lobby for bail/sentencing reform for repeat offenders and support addiction treatment facilities/involuntary care 2. Affordability (Housing and beyond) Create zoning areas that promote development of lower to middle cost housing (small homes/townhomes/multiplexes). 3. Responsible growth Keeping infrastructure ahead of the growth instead of always playing catch up How would you handle conflicts of interest, lobbying, gifts, campaign support, closed meetings and recusal? What additional disclosure or independent oversight would you support? Answer: Carefully considered decisions should be easily defended by the councillors who make them, even if the decision is not to the liking of the voter. Whether I'm telling an individual/group what they want to hear or what they need to hear, I will be clear in the process that made me come to the decision I made. Disclose business ownership, employment, directorships, development interests, paid advisory roles or other financial interests relevant to the office. Give public sources and explain how you would handle related decisions. Do not include home addresses, account numbers or confidential documents. Answer: Great Question! My campaign is grass roots, low budget and 100% free of any special interest groups in the community. My vote is my vote. QUICK POSITIONS 1. The City should shorten and simplify the process for approving new homes. Answer: Yes / Support 2. The City should reduce development cost charges on new housing. Answer: Conditional / Depends Explanation: Where DCCs can be lowered, they should be. However we need to be mindful of budgetary realities and not shift the financial burden to the taxpayer. A reduction in DCCs does not necessarily mean an equal reduction in the price of a home. If taxpayers are picking up the extra costs associated with developments we may inadvertently be subsidizing a developers profits. 3. Restrictions on short-term rentals should be loosened. Answer: Conditional / Depends Explanation: This is a difficult issue with far reaching impacts on our city. One of the greatest drivers of increased housing prices is the commoditization of principle residences, and short term rentals have played a role in this. Cash flow analysis has determined what a house is worth today. It's a topic that warrants a lot of discussion at city council and full disclosure, I own a principle residence with a carriage house that my in-laws currently live in. We have never rented it as a short term rental. 4. The City should pursue expanded public transit service. Answer: Yes / Support 5. Infrastructure and service capacity should be ready before major additional growth is approved. Answer: Yes / Support 6. The City should advocate for expanded involuntary addiction-treatment capacity. Answer: Yes / Support 7. The City should invest in wildfire prevention and preparedness. Answer: Yes / Support 8. The City should carry out additional spending audits or operational reviews. Answer: Yes / Support 9. The City should make individual councillors’ voting records easier to find and search. Answer: Yes / Support 10. Would you have supported the October 27, 2025 electoral-reform study and conditional referendum-preparation motion? This bundled decision did not implement wards. Answer: Undecided 11. Would you have supported the March 16, 2026 second and third land-use and rezoning readings for part of Kelowna Springs? These were not final adoption. Answer: Conditional / Depends Explanation: I'm really undecided here but wanted the opportunity to explain my position. In general, I want to support maintaining or increasing green space within our city, especially in an area where there is such diverse wildlife. I would have preferred to see 100% of the golf course preserved and industrial lands developed elsewhere, but not being in the room and privy to the fine details I cannot commit to saying how I would have voted 12. Would you have supported the April 20, 2026 financial-plan and tax-funding motion, with its stated average net property impact of 4.40%? Individual bills vary. Answer: No / Oppose 13. The City should help expand co-operative housing and community land trusts. Answer: Conditional / Depends Explanation: Anything that will bring middle to lower income friendly housing to the community should be considered. Would have to be subject to a cost/benefit analysis. 14. The City should strengthen protections for tenants displaced by redevelopment or renovations. Answer: Conditional / Depends Explanation: While I would prefer to rely on the rules provided by The Residential Tenancy Branch, I am receptive to stepping in as a city council IF these rules are being circumvented or stretched by landlords/developers 15. The City should allow more small shops and cafés within residential neighbourhoods. Answer: Conditional / Depends Explanation: As long as the local residents support the idea and there isn't any secondary issue created as a result, absolutely. Improves liveability and promotes critical small business 16. The City should advocate for a second bridge crossing of Okanagan Lake. Answer: Yes / Support Explanation: For traffic congestion I prefer finding a by-pass corridor that would enable transiting and commercial vehicles to by-pass the city. For safety and security (access to hospital) we do need an alternative when the bridge is shut down. 17. The City should invest in filling gaps in its sidewalk and cycling networks. Answer: Yes / Support 18. The City should expand foot patrols in commercial areas experiencing crime and disorder. Answer: Yes / Support 19. The City should support expanded non-police response teams for suitable mental-health and substance-use calls. Answer: Yes / Support 20. The City should increase access to public washrooms. Answer: Yes / Support 21. The City should prioritize protecting agricultural land when making land-use decisions. Answer: Yes / Support Explanation: While protection of agricultural land IS very important, it must be pitted against another very important goal of Editorial note: The saved explanation ends mid-sentence; no missing words have been inferred. 22. The City should strengthen protection for existing trees. Answer: Conditional / Depends 23. The City should limit annual property-tax increases to inflation. Answer: Yes / Support Explanation: In reality, by doing so you are fixing real purchasing power. My goal would be to Editorial note: The saved explanation ends mid-sentence; no missing words have been inferred. 24. Mayor and council pay increases should take effect only after the next election. Answer: Conditional / Depends Explanation: Council pay raises should be implemented 3 months prior to the next election and 3 months prior to every subsequent election. Voters can judge the pay increase at the polls. 25. Would you support a ward system for Kelowna, where residents elect councillors to represent defined geographic areas? Answer: Conditional / Depends Explanation: I think this conversation needs to be had and considered, but is not something I can commit to either way without much more thoughtful discussion on it. The pros and cons are there for everybody to debate, but I do question why it has not been widely adopted in BC while it has been elsewhere. AFFORDABILITY AND ADDITIONAL COMMENTS Which actions would you prioritize to make housing more affordable in Kelowna? Answer: "Allow more housing in areas with infrastructure and services, Speed up and simplify housing approvals, Partner on non-market, co-op and affordable rental housing, Be receptive to new models/significant change to how we do things today. Lobby the Federal government to allow extended amortization fees, possibly allow interest on principle mortgages tax deductible - all designed to improve cashflow of new home owners " Beyond housing, which actions would you prioritize to make everyday life more affordable in Kelowna? Answer: "Review municipal spending to limit taxes and fees, Support local jobs and business opportunities, Plan walkable neighbourhoods close to daily needs" SUPPORTING MATERIAL Supporting media was not used to establish the positions transcribed above.
